About the Institut Pasteur du Laos

Leading Research in Infectious Diseases

The Institut Pasteur du Laos (IPL) is a public-interest research institute dedicated to improving health through scientific research, disease surveillance, laboratory diagnostics, and capacity building.

Established through a partnership between the Lao Ministry of Health and Institut Pasteur in Paris, IPL contributes to national and regional efforts to better understand, prevent, and respond to infectious diseases. Through its specialised laboratories, training programmes, and scientific collaborations, the institute generates evidence that supports public health decision-making and strengthens preparedness for emerging health challenges.

As a member of the Pasteur Network, IPL works closely with national and international partners to advance research, develop scientific expertise, and support public health in Laos and the wider region.

About the Institut Pasteur du Laos (IPL)

Institut Pasteur du Laos (IPL) is a Lao national public institution established by Prime Ministerial Decree in November 2007. It was created through a long-term partnership between the Lao Ministry of Health and Institut Pasteur in Paris, which has committed to remain engaged until 2036, after which the full management of IPL will be progressively transferred to Lao leadership.

Mandate

IPL is mandated by the Lao Ministry of Health to carry out public service activities in three main areas:

  • Research and diagnostics on emerging infectious diseases and vector-borne diseases
  • Training, education, and capacity building for health professionals and scientists
  • Technical assistance to the National Center for Laboratory and Epidemiology (NCLE) for epidemic investigation and response

Institutional model & autonomy

IPL operates with a high degree of autonomy in scientific, administrative, financial, and legal domains. While under the mandate of the Ministry of Health, it maintains scientific independence and collaborates freely with national and international research and public health partners.

All assets and ownership remain with the Lao People’s Democratic Republic.

This model allows IPL to receive external funding such as grants and donations, as well as generate resources through its scientific activities, contributing to its long-term sustainability.

Capacity building and sustainability

The long-term sustainability of IPL is supported by a structured capacity-building strategy aimed at training a new generation of Lao doctors and scientists. This strategy focuses on preparing national experts to assume key scientific and administrative leadership roles within the institution, including laboratory heads and management positions.

The Institut Pasteur du Laos was established to strengthen public health in the Lao People’s Democratic Republic through high-quality scientific research and applied public health expertise.

Research on infectious diseases provides essential evidence to guide public health decision-making. It supports answers to key operational questions such as vaccination coverage needs, the circulation of emerging viruses, and the presence of disease vectors in specific regions. This evidence base directly contributes to more effective prevention and response strategies.

Beyond its scientific role, IPL contributes to strengthening national capacity and autonomy in research, diagnostics, and epidemic investigation. Developing strong in-country expertise ensures that Lao PDR can progressively reduce reliance on external systems and reinforce its own public health resilience.

Infectious diseases are a regional challenge in Southeast Asia, a recognised hotspot for emerging and re-emerging pathogens. By strengthening national research and diagnostic capacity in a “One Health” approach, IPL contributes to reducing the risk of epidemic spread and improving regional preparedness.

 

IPL is governed by a Board of Directors composed of five members: three representatives appointed by the Lao Ministry of Health and two representatives appointed by Institut Pasteur in Paris.

Board meetings also include the participation of key institutional stakeholders as observers, reflecting IPL’s commitment to transparency, collaboration, and shared governance.

The Scientific Advisory Board provides independent scientific guidance to IPL and supports the quality and strategic orientation of its research activities.

SUPPORT OUR MISSION

Institut Pasteur du Laos welcomes contributions in support of its scientific and public health activities. All funds received are used exclusively to support the institution’s mission, including the acquisition of scientific equipment, the development of research programmes, and the operational costs required for the functioning and maintenance of IPL. These contributions help strengthen IPL’s capacity in research, diagnostics, training, and public health response in Laos.
